its not a good idea to spend your money on leveling moves high. i'd say get your moves to about lvl 5 with money and then just let them lvl via use. there are better ways to use money, SAs help a lot and entrances are great in the long run.

I haven't any SA....and i have lvl up my moves only to lvl 5,and they are now at lvl 12

yeh that is the best maybe a bit higher for opening moves like 7 but other wise let them do the work them selves it is really good
